I believe the tie breakers are: (I'm going by memory)

Head to Head (if applicable)
Division Record (if applicable)
Conference Record
Record against Common Opponents

If they are the only teams tied, head to head would be the first tie-breaker.

If it's three or more teams (Say Tampa, Philly & St. Louis), then conference record comes into play) to eliminate one, then head to head is used for the remaining two teams
