Yes, the numbers are favorable to Gore. My "spin" holds, clearly. It's also clear Bush would have been foolish to challenge anything as the winner. It's also clear the Fla. legislature rightly never intended vote counting to include geographical advantages(no matter that the FSC failed to recognize it) resulting from the employment of vote-recovery methods in select counties(and I'll beat this to death as I have already, because it holds still and needs to be recognized). But you might want to read the following for clarification.

"The Post says that while Mr. Bush carried Duval with 58% of the vote, the spoiled ballots were concentrated in African-American sections of downtown Jacksonville. True enough, but those precincts have small populations so they don't make up anywhere near a majority of the spoilage. Fully 16,650 of the spoiled votes came in districts Mr. Bush carried by more than 2 to 1. That explains why the Gore people aren't calling for a recount of Duval."
