So, we will have large orders - but no royalties?

I'm curious how companies, including the raft of China vendors, plus Korean and US companies that are projected to be awarded contracts - that have IPR agreements with QCOM - plan to avoid royalty payments?

Or, how will China orchestrate the denial of payments? This would be a clever move on their part as global economies ponder their WTO application.

Please explain your construction of events - your stream of logic....
