If even the court does a selective recounting, this
will not cure the credibility problem, though it would
help to get the political hacks out of the process.

I have a feeling that Judge Sauls is going to order some form of a recount. I think this is why his 9 a.m. ruling has been delayed to noon. I think he wants his ducks in order so as to make the recount orderly. Just a guess, but it's a plausible one.
