Dear Kenneth: I dont see it that way at all. In fact just the opposite. I see it as the USC giving the FSC an opportunity to correct itself without suffering the embarassment that they would have for an outright negative ruling from the USC. I would say the USC is trying to handle this as gently as possibe but still uphold the law. JDN
