Sir,

No, there was no certification on the 14th, but there were known numbers and those numbers can be certified effective as of that date. The question now is what will the Florida SC do. If they do nothing the 14th is the date and all law suits are canceled. They could overturn themselves using false data as reason. The 14th would rule. They could explain themselves and ship it all back to the USSC at which point everything is still on hold...

What do you do ?????

Since the material conditions for certification existed on the 14th, it is possible to recreate the status quo ante. It is even arguable that the contest should not have started so late, and therefore must stop, but I presume that the lack of an earlier certification is reason enough to let it continue........
