The FSC reviews the USSC decision and issues a new ruling. They may take more oral argument or briefing if they want to -- up to them. That new FSC decision stands unless one of the parties takes it back to the USSC and claims it still doesn't meet the standards of the USSC decision, or that there is something else wrong with it.

By that time, we have a new president in place and the whole thing is moot.
