Didn't the Gore lawyers take care of this issue at the trial? Yes. Bush's own expert witness admitted that hand recounts should be performed in close elections.

OK amadeus, lawdog, partytime, ellen, and anyone else I forgot that still refuses to allow Palm Beach voters to take responsibility for their own actions:

I have pointed out #'s of 'undervotes' there as in other counties.
You can disagree, but to me it illustrates why Gore chose the counties he did for recount.
It's the numbers.

I have always thought a full, manual recount should be done - and completed.

But that's as far as I go.
