Throwing out "valid absentee votes" is not a proper remedy for some other problems in the voter application process.

Maybe not, but I believe that that was the remedy in another election in Florida (based on a little bit I heard on CNN probably a week or two ago). Of course, there are always nuances in each situation, but if 1/3 of the ballots turn out to be "illegal" and you can't separate out those 1/3, it's one possible answer.

That was because many companies and especially the military will not buy from and be dependent on a sole source for many critical components. AMD was brought in to deal with this problem.
