Re: felons voting. Florida, in common with a growing number of other states, allows ex-felons to apply to the state for restoration of their voting rights. In Florida, the entire state cabinet makes the final decision.

Florida is stricter than many other states; current law requires the felon to qualify for complete "clemency," rather than simply restoration of voting and other civil rights. FWIW, Texas has more liberal rules on restoring felons' civil rights.
