It was done, enough to convince the judge that Bush won. And anyway, if you are going to carefully hand recount the Democratic punch card counties, you should also hand recount the Republican punch card counties. While there are more Democratic punch card counties than Republican, the effect of the Republican counties is to allow Bush to catch quite a long ways up to the Gore recount. The judge probably took this into account.

Gore's margin of victory in the recount counties

Dade: 39,000
Broward: 210,000
Palm Beach: 117,000
Total: 366,000

Dade just wasn't that important of a county for Gore, but since the vote totals were high, it was a real pain in the butt to hand recount. And anyway, why should it matter? The public forgave Clinton, Reagan and largely, Nixon their foibles, in two years they will be likely to have forgotten this more or less completely. The only reason the Clinton thing went on for so long was it included sex. This doesn't have sex, doesn't have violence, it is boring as hell, once the outcome is decided.
