I think the testimony was that the counties control the acquisition and implementation of their voting systems. Miami-Dade would probably be the last in the world to want to change things. Given their history, the current system seems to suit their need for "flexibility" just fine.

That was a statistical deduction. Actual numbers from the actual investigation of 1% of the ballots, were, if memory serves, about 400 convicted felons. Extrapolation to the entire number of votes cast gives the higher number of felon votes. I'm not sure I got the numbers right, but you get the idea.

Even more amusing is the fact that they also checked for party affiliation of the felon ballots they actually observed. 65% are registered Democrats.
