The network gives Qualcomm potential access to up to 70 million mobile users in China. Irwin Jacobs, Qualcomm's chief executive officer, said he expects the initial phase of the network to target as many as 10 million users, according to Reuters. "Now I am optimistic," Mr. Jacobs told reporters at a telecommunications conference in Hong Kong. The news sent Qualcomm's shares up $7.00, or 8.43%, to $90.00 as of 4 p.m. Monday in Nasdaq Stock Market trading.
