ttosbt...those that work at the agency level are typically life long civil servants who see administrations come and go, they remain on the federal payroll, regardless of their political affiliation... doubt you will see new federal hiring, smaller government at the lower agency level has been the rule since the early nineties..... don't confuse the agency level with the oft times highly visible and overstaffed top level politically appointed positions... agency procurement is done in the trenches by sometimes malcontent civil servants......even with the paper work reduction act and the streamlining of procurement procedures, it is reverting back to more of a quagmire of waste and inefficiency....
