Indeed Algore had many opportunities to request a full recount: Before the canvassing boards, before the FL supreme court (which did inquire and noted that neither party expressed interest), and he had another opportunity at contest time.

So after two weeks of rhetoric of count all the votes Gore failed to request just that.

In fact, when intervenors suggested that any remedy which included a manual recount of Miami Dade, must include other counties, D. Boise argued in his closing, in un-ambiguous fashion against counting other counties in Florida.

So at the end what do we have ?

Clear and convincing evidence that Gore never wanted a full recount. So much for count all the votes.

It looks like I was mistaking that they were only allowed to pick 4 counties. They did pick 4, but as you suggest, it looks like they could have picked all 67 counties (or however many FL has). I do believe they needed to get them done in one week though. The FL SC gave them an add'l 12 days on top of that.
