If Strom becomes ill and does not attend the Senate, then the Republicans will only muster 49 votes, but it won't be a tie so Cheney can't weigh in. He won't be eligible to be replaced either. I think he's on the verge of not being able to recognize the Capital from the Lincoln Memorial.
