That is the easy way out. A leader finds out what's right, not "what'll do".

Well, that would be dandy in a world where logic ruled.

But Y2K was more about fear of the unknown, and as such, emotional and oftentimes, irrational fears.

And people have a habit of making things worse when they do irrational things (like stuffing the existing small supply of paper specie in their mattresses or burying it underground).

All it would have taken is for Americans each to sock away a couple of thousand dollars in cash in a shoebox to generate a nationwide cash shortage, and potential series of bank runs were people not to be able to get cash from their banks.
