The Politics of Transition Clinton can't bring himself to help the Bush Administration get started.

As is well known, Bill Clinton's White House, like the dog in the manger
of Aesop's fable, is refusing to release Presidential transition funds to
George Bush's campaign. This, too, will be part of the incomparable
Clinton legacy. There are in fact only 73 days between the November 7
Presidential election and the inauguration on January 20. Some 40%, or
29 days, of that time has already been eaten up by Al Gore's protest
and contest of the election. (Anyone who thinks this will all be over
soon had better come to grips with this statement by Mr. Gore in his
news conference yesterday: "The U.S. Supreme Court was fairly
neutral and may have been slightly favorable to us.")

The Clinton White House has frozen transfer of any transition funds for
the incoming President on the grounds that there is no "apparent
winner." Whatever fig leaf may have existed for this Clintonesque
rationalization is now obviously gone in the wake of Judge Sanders
Sauls's decision Monday.
