You're right, we don't know. 95 percent of Bush's absentee ballots which were corrected got to count as Bush votes, even though Mr. Leach failed, in his effort to correct, to get the right Voter ID aligned with the right voter's request, as you'll see from the upcoming trial.

So, presume 95 percent of the Democrat ballots would have been for Gore, and eliminate the GOP ballots which included the wrong Voter ID. That would eliminate the unlucky 13 number, but could still put Gore on top.
