As it turned out lengthening the protest phase worked to their disadvantage because it shortened the contest phase. The Miami-Dade decision to not recount was the unexpected setback. Their strategy seemed to be to put Gore ahead at the point of the revised certification date and put the burden on Bush to overturn certification.
