For a diversified electric utility -- gas is the marginal resource -- if the utility has managed well -- there may be no need for an increase, even if costs have increased some

it is those regions where some of the baseload is met by gas generation and/or there are significant transmission cosntraints that are going to be hurt (speaking of residential customers) -- res customers don't see the marginal price -- they see average prices, but the same is not true of numbers of industrial customers that made special deals -- that looked really good before -- giving them access to marginal costs and removing the burden of "over-allocated" fixed costs
