Dear Kenneth: THAT is an issue I AGREE WITH YOU ON WHOLEHEARTEDLY. I thought that proposal by Clinton was the once decent proposal he made in his Administration. When it was voted down in Congress I raised holy hell with our local republicans and did not contribute a NICKEL this election. It was a very good idea as its premise was that ON AVERAGE Americans 55-65 are healthier than those over 65 ON AVERAGE. Thus if those 55-65 paid their FULL PREMIUM it would in effect help underwrite some of the costs of Medicare. (ie bigger the pool more the risks are spread)yet younger persons would be paying full premium. On the other hand, because such persons would be getting into a big pool their premiums EVEN at full amount would be much less than attempting to buy insurance on your own. A WIN WIN for both parties. I support bringing this up again. JDN

Nobody wants to discuss this issue.

That's because simply throwing money at it, and creating another entitlement program may not be the best solution in the long term.
