while i'm pretty certain that your characterization of the EPA bureaucracy is accurate ('overzealous idiots'), i can't really comment, in the sense that i have no idea how dangerous this PCB stuff is, if it makes sense to try and clean it up, etc.

it seems to shape up into a nice PR disaster though...that much is clear.
