Can you still use hotkeys?

Nope. We were promised major improvements in this area, but quite to the contrary even the limited hotkey functionality of the old TWS has been completely removed in the new java version. What's even worse is that it is no longer possible to increment and decrement prices fractionally by right-clicking in upper or lower portion of the displayed price. Any price change has to be typed in.

To sum it up, it's absolutely useless for any trading style that requires speedy order entry and execution. Too bad IB had to screw it up like this.
