Cobalt I can't for a second believe that you are looking for the government to properly use resources? They never have and probably never will. <VBG>

Actually they are kind of like an overly large bloated corporation. Guys at the bottom would probably do well if they were allowed too. Guys at the top are too busy trying protect their thrones to really get anything good done.
