The Fed statute applies. >>They aren't asking that the ballots be thrown out because of omissions, but for tampering The so-called "tampering" was rectifying an omission in the application for ballots - not ballots. >>part of the requirement to obtain an absentee ballot, just as showing a govt. id was required for a regular ballot. There were many requirements. And since all the others were followed the absence of one would hardly be material. And, as the article makes clear, if it were material the remedy of throwing out all the ballots would be illegal.
