The Fed statute applies.

The so-called "tampering" was rectifying an omission in the application for ballots - not ballots.

There were many requirements. And since all the others were followed the absence of one would hardly be material.

And, as the article makes clear, if it were material the remedy of throwing out all the ballots would be illegal.
