voop, I say both need to license.
Infineon due to their wonder chip and Siemens because of TD-sCDMA and the infrastucture I believe they make.

Voop,

<< Is it Siemens or its spin-off Infineon that would need to license? >>

Probably both for this baseband chip you reference.

Don't get Siemens and Infineon confused though.

Yes, Infineon (with 25,000 employees is a Siemens spinoff and Siemens maintained an interest in them and their large fab capacity).

The Siemens your talking about is the wireless telecom division of same, and Infineon is one of their fabs depending on product.

Also the original Siemens clowns down in Dallas, that engineer refers to are long gone, and their original focus here was more on GSM than CDMA and they did poorly with both and they were CLOWNS.

Infineon is the foundry for a lot of people in wireless and telecom, and they are very talented and innovative in IC manufacture.

BTW: Infineon is the largest and best manufacturer of GSM SIM cards in the world. Has been for several years. They found for all the smart card manufacturers with code submited for mask by each of them.
