The application is supposed to be filled out by the voter or a member of the voter's family. Absentee ballots, by law in Florida, are to be used only by voters who request them because they would otherwise be unable to vote. But in Florida, both Democrats and Republicans have been doing bulk mailings of absentee ballot applications to registered members of their respective parties as a "get out the vote" effort.

The whole effort (on both parties part) may be illegal. Voters (from either party) who used those applications when they could have voted at the polls were violating voting laws.

I have no idea what the final outcome will be, but it isn't a simple matter of a missing number that "is normally filled out before the voter fills in the rest of the application".
