OPEC has not changed, and will never learn.

The only reason OPEC seems to have acted rationally during this cycle is because of capacity constraints by most of it's members, shipping constraints and refinery constraints.

In addition NG prices are helping to hold up oil prices.

If we end up with those constraints easing up through a world recession (95% chance in my opinion), oil will fall.
