My system doesn't have any file called WINSVRC.EXE on it.

Can you run programs manually from the RUN option on the Start menu? Try SOL, (Solitare) since it's a simple program.

Wild guess: Could you have damaged shortcuts? Use Explorer to create some new ones and see if things work.

What do on-line search engines return when looking for WINSVRC?

It still looks like the virus description Mark posted matches your troubles. Let's hope the solution fits as well.
