My understanding is that they are appointed and then at some point they are up for a "retention" vote.

I don't know the Florida rules, but I suspect that they are similar to California. Initial gubernatorial appointment followed by election.(The election is a vote whether to retain them in office or not)

Rose Bird was voted out when she lost the vote.

No, they're appointed. I think their retention is voted on, but having lived here less than 4 years, I haven't seen their names on the ballot in the two elections I have participated in here.knc
