Big Bill did early mention fiber for large and medium businesses and wireless for small business and residential. MMDS is a jargon mouthful, so is just MDS which is more more accurate but still an acronym. Yes he emphasized mobile but did not obliterate fixed wireless. However, FON mentions fiber only as solution to commercial districts because that is both where it has loops as well as because it has no millimeter microwave holdings, 24-40 GHz. If it did it might sing a different tune.
