wrong. some of those ballots will have a name written on them, some will be circled or underlined in pen. those votes are legal and can be counted. the law provides for allowing votes where the intent can be determined. you can be sure if bush had lost by 500 votes, he would have requested hand counts, and could have won, and had them included with Harris, Jeb, and the legislature on his side. you can be sure Harris would have 'exercised her discretion' to include them even beyond the deadline. this is what is at the center of the corruption of the process here.
