Well, my thought is that by offering matching federal funds, Congress could encourage the adoption of a nationally-standardized system without treading on the rights of the local entities to choose. Otherwise, I see no need to provide federal money to local governments if they're not willing to spend it in the manner the feds would like. This would be similar to fed highway funds in the way in which they try to control certain things. LoF
