Yes, Helms is on the fringe. He refused to allow his committe to even hold hearings on a Clinto appointment. That type of autocratic rule is on the fringe.

Helms the man is not 'fringe.'
I went on a job interview once in Greensburough. Each person I interviewed with apoligised for Jessie Helms, and I didn't even ask, in fact in the beginning I wasn't sure which Carolina he was from. To tell the truth I was more turned off by people smoking in the restaurants, even between bites of food, than almost anything else.
