The public didn't want to proceed with the impeachment hearings but the Congress went ahead anyway. Now, a majority of the public don't want the election contest but the Gore campaign proceeds anyway. At times, the politicians can proceed in spite of the polls because there is a larger interest at stake.

And also, because the politicians don't have to ask, "Does the country support this?", only "Does my base support this?"
