They are applying bandaids to a hatchet wound. CA citizens are not taking the energy crisis seriously and officials are (of course!) blaming the producers and the power plant companies. Though $50/mbtu does smack of gouging - it closed at $38.92, which is stratospheric enough. When I see screaming headlines in the major CA papers I'll know the crisis is almost over.
