We handled all this nonsense thousands of years ago on our planet. It's done on everyone's home computer. Every voter has an ID number, and they vote. Before the final submission, they are prompted to make sure they are doing it right. Kinda like amazon.com. The votes are tallied and the entire thing is in total daylight. It's set up so no scoundrels can screw around with it. Interestingly, the citizens that grow the food have a slightly better representation than the citizens that eat all the food. I guess it's a Food Thing. Works for us.
