First I've heard it put this way. But I haven't been following the Seminole case -- have had to travel off island twice this week. Has this argument been made in that case? If you know it offhand, what's the statutory basis? Would seem to be a basis for appeal to the USSC if this is really a federal voting rights issue. Back to the nine???
