Because every time you let them handle the ballots, it increases the chance of fraud and ballot manipulation. Why would they allow the chance if they could completely remove any chance of that by not allowing additonal counts?

There are three reasons.

1. The winner should NEVER encourage a recount because he has nothing to gain.

2. If Bush pushed for selective recounts, it may have threatened his legal positions down the road.

3. The potential for error or "mischief" is high with manual recounts.

If the game is over and the score is 100-98 in your favor, you object to anything that has the potential to change the score, even if you think it will break in your favor. What's the benefit to Bush of allowing the recounts? If he wins, he gets nothing because he's already won. If he loses, he loses. It's a no brainer.

Tell you what. I'll play poker with you. I know almost nothing about poker, but I'll play with you. The rules are this. Every hand we each have to throw $5.00 PLUS all our winnings in the match to date into the pot. We play until I win a hand, then we quit.
