No. This is not a matter of semantics... its a matter of legality and the not so small point of no "winning" person ever asking for a recount...

Dave Gore, semantics? the option was not available and was certainly not Gore's to give. what could Bush "accept"? all that it would have done was lead directly to a manual recount of Gore's votes and a big "sorry, your time was up last week" for Bush' votes. Spinning the story into a big lie is an interesting approach. tp

What political candidate in history has requested a recount when he was leading?

Why would Bush, who maintained there was subjectivity in what Gore was pushing for, suddenly do a 180 and play follow the leader with someone he doesn't want as a leader?
Once again, since the power to go ahead with or refuse rests with the canvassing boards, and since the deadlines for such requests had expired, he would have been taking a tremendous risk. The Republican counties are not as densely populated as the Democratic chad counties and he would have to have received almost total cooperation to achieve balance.
