Neocon, now I know you do better Due Diligence than that. The Federal Statute states "...if such error or omission is not material in determining whether such individual is qualified under State law to vote in such election…"

It is a pretty good attempt at blurring the law, though.

P.S., sometimes Regs can explain ambiguous sections. However, in this case I don't think you'll find a lot of solace in them. The statute is very clear. JMHO.
