Imagine that you run a company and the quality control department advises you there is an increase in the error rate - a decrease in the number of units produced that function as they are supposed to. What do you do? You look at the production lines to find the source of the problem. Is there a particular line that has had an increase in discarded parts? Is this the source of the problem as a whole, causing fewer parts to be passed on to the rest of the production lines for completion of the units? If so, you would concentrate your efforts on that faulty line - re-tool the machine, re-train workers or whatever was required to correct that problem line to reduce its error rate.

This is what Gore has done. For various reasons, he felt he had carried Florida (analogous to an expectation of # of units) but the results surprisingly differed from the expectation (analogous to an increase in the error rate). So what did he do? He saw the number of undervotes (analogous to the discarded parts) in the individual counties and focused his efforts there making the requests for manual recounts in those particular counties, asking that all the votes there be counted.

This is efficient and logical.

True to their vein of spin doctoring, the Republicans have chosen not to recognize the simple logic in this. Republicans have since projected their own definition onto this and have taken up the cry of count every vote, meaning count every vote in the state. Why only carry it that far? If the Republicans are going to be so literal, why isn't their cry to count every vote in the country? Because it would be a daunting task that no one wanted to instigate. Republicans are being disingenuous, at best, to argue otherwise in spite of their belief that the whole country sees it their way. Republicans don't want to see or admit their hypocrisy of this because even though Bush was and is ahead (Democrats can and do acknowledge that) it is by a very, very tiny number. Bush could have also requested recounts in individual counties if he chose. He was as legally entitled to do so as Gore was. That was an equal opportunity. Bush, instead, decided his course of action would be to mount a legal campaign to stop or slow the recount process with the intent to claim and maintain his tiny lead (LESS than the margin of error for the machines!), as well as to mount a public relations campaign to sway public opinion. So if you want to complain, complain to Bush.

Republicans argue that Florida law was not intended to address recounts 'territorially' or by individual county. I propose that that is supposition on your part unless you have spoken directly to who wrote the Florida statutes and they so advised you of that. Because the Florida statutes specifically provide for recount by individual county. Your argument that this isn't legal simply does not hold water. It is legal. Perfectly legal. If Florida did not intend it, then why did they construct their laws so that it does?

The Republican argument about this is also disingenuous and hypocritical because Bush has 'territorially' or by individual county requested recounts of absentee ballots. And he got those recounts. Completed. And he sued counties and acted like a bully to get them. Gore has not even been able to see his requested recounts completed. Who is being fair and who is not?

Now Bush may prevail and become our next President but I for one do NOT like at all the tactics he has used and the circumstances under which this may happen. His presidency if he prevails will always be, imo, seized. I will respect the office and the fact that he holds that office if he prevails, but the reason he would be in that office will be suspect. Despite the Republican spin, vile rhetoric, insults, attacks and desire to view it otherwise, Gore has merely and legally and rightfully requested the recounts he did to see what the votes said. Win or lose - let's just see what the votes, that he was entitled to request be recounted, say. To my mind, Bush has sullied and insulted the process because he does not want to see what those votes said.

If Gore wins, it will be because the votes counted said he did. If Bush 'wins' it will be because he silenced votes. Agree or disagree with that as you wish to but I believe history, with its advantage of calm hindsight, may surprise and displease you.
