You don't know they were undervotes until you MANUALLY inspect them.

Funny, the hand counts that gave Bush votes in certain machine punch card counties weren't considered "undervote" situations
Funny, the Republican chairman in NM doesn't consider votes not counted by machine as not existing.

Must be a geography effect...couldn't possibly be political could it?
