The winner doesn't need to count more non-votes masquerading as "votes". Your argument is illogical.

To answer your question you only need to answer "Why did David Boise argue against counting undervotes in other counties with punch cards ?" A two tiered system for counting votes will never be fair. So far, the court has said it would be unconstitutional. IF Gore actually requested a full recount he might have credibility. Never requested it, despite 3 clear and distinct opportunities. And then on the record, In Judge Sauls court and in front of the Fl Supreme court, he argues against it. Why ? When you find the answer to that question, you will find the answer to the one you posed.
