One of the popular falicies is that Al Gore would have won If the election was a popular vote contest. Alas this is pure speculation.

The reality is that campaigns and candidates develop their platforms and strategies based on the fact that we have a state by state electoral system. In a national popular vote strategies would be different.

For example, In New York, Algore won by a margin of 1.2 million (last I saw) votes. Almost 4x the national margin. GWB did not spend anytime campaigning in New York, because he could not win there.

In a popular contest maybe he spends time in NY and picks up a few points. Who knows what would happen.

One could easily see the scenario where GWB spends time in NY and that this puts Gore on the defensive, needing to shore up his base, So Gore spends less in Pennsylvania and Florida and picks up a few less votes there, and GWB wins popular vote.

Point is, one scenario is as likely as another.

btw, u r right, and California has a huge # of absentee ballots not counted
