I'd add that if you are correct, then one candidate certainly ought not be allowed to ask for selective re-counting his own favored territory.

I'm sure that whether or not counting all the undervotes in the state would favor Gore, is in serious dispute. Both sides certainly suspected that SELECTive recounts would favor Gore, but if you are implying that statewide vote recovery counting would favor Gore, I don't think that was ever clear at all.

In Duvall for instance, where undercounts in predominantly black precincts ran much higher percentage wise than in other precincts, the population of those precincts overall is so much smaller than others, that here we still apparently find that their undervotes wouldn't total most of the undervoted ballots in the county.
