Each State shall appoint, in such Manner as the legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

The Florida legislature may direct how the electors are appointed. It does not say that the legislature is bound by any law or procedure previously in force. The legislature clearly may rescind any previous procedures and simply appoint whom they want to. If they fail to appoint anyone by the time set for the voting of electors, they don't get to vote.

A simple majority of the Florida legislature can appoint a slate of electors who will vote for Bush. He wins. If they get into an irreconcilable wrangle, Gore wins. I think Gore is trying for the wrangle.
