OTTAWA - Jean Chrétien's legacy-building plan to create a cradle-to-grave guaranteed income for Canadians was condemned as stealth socialism yesterday by the political opposition.

The Canadian Alliance said the Prime Minister has no mandate to build a costly new social program, which it warns could trigger a new round of conflicts between Ottawa and the provinces.

Other opposition parties joined the Alliance in condemning the Prime Minister for toying with the idea of a deep and far-reaching welfare reform when he was silent about it during the campaign leading to the Nov. 27 federal election.

They suspect that Mr. Chrétien is turning sharply to the left just two weeks after winning the election with a campaign platform based on fiscal prudence and a package of tax cuts.

"This would be a huge socialistic experiment unheard of anywhere else. It's pretty incredible given the socialistic record around the world," he said, adding that provinces such as Quebec and Alberta would vehemently oppose a federal program of that nature....

The National Post revealed on Saturday that Mr. Chrétien has asked Ian Green, the deputy secretary to the Cabinet, to lead a top-level committee that will determine the feasibility of creating a lifetime guaranteed annual income program....
