All the absentee ballots were counted, including California. Gore's lead increased to 338,000.

Not true. California did indeed count all their absentee ballots. However, there remain about a million absentee ballots left uncounted in other states--most of which have no plans to count them because state election officials believe they will not effect the outcome of their elections.
